Dr. Mark D. Noar Lawsuit
In late December 2019, under the Maryland Medical Practice Act, the Maryland State Board of Physicians accepted the surrender of the medical license (D36351) held by Dr. Mark D. Noar after he was found in violation of a previously issued Consent Order.
The Consent Order issued prior to revocation of his medical license states that Dr. Noar failed to meet the standards of quality medical care by performing an unnecessary GI procedure on a patient, failed to recognize an error in said patient and failed to keep adequate medical records in violation of Health OCC §§ 14-404 (a)(22) and (40), respectively. This would be the first of several violations by Dr. Noar including, but not limited to, unprofessional conduct in the practice of medicine, failure to complete a recommended rehabilitation plan and failure to fulfill all requirements of the MPRP.
